I do know that they'll start to nibble more and more on the regular food after a few weeks.. depending on the type of hamster you have. I breed dwarf hamsters and they take around 20ish days before they're running around and nibbling on things. The mother hamster will also spend time wandering around the cage without the babies so I'd assume the wheel is ok for her to play with then.
